The difficulty being the distinction between a feral cat and the cat
belonging to the person down the road. If cats were treated like dogs
-- required to be licensed, vaccinated, and displaying tags to that
effect -- there'd be much less difficulty telling the difference.
Ben Franklin really was right - Americans aren't smart enough to hold
on to the liberties they gave us.
If you;re in a bona fide rural area, there aren't THAT many dogs and
cats, and having them run loose isn't a problem. On the rare occasion
someone's pet starts causing problems for a neighbor, this is dealt with
using a time tested method: Talk to the neighbor. Find a compromise.
No need to involve the sheriff if everyone's reasonable.
