Resource conservation

As some here would know, Australia had been experiencing a major drought.
Over the past few days, there has been a lot of press coverage of warnings
from the electricity suppliers that by next summer (Dec/Jan) when people
start to turn on their airconditioners that there are expected to be rolling
stoppages in electricty supply as there is not enough water to be used in
electricity generation (either coal fired or hydro) unless there is massive
rainfall over our winter months.
Coinciding with this is a whole plethora of discussion right across the
board about scarce resource usage covering such things as bans on water
usage outside the home, conserving petroleum products, wood burning fires,
recycling of a multiplicity of home/car/office waste etc.
I was wondering if this recognition of the finite nature of the world's
resources is becoming a world wide phenomena or if this is just something
that has followed on here from the realities brought home because of a
massive nationwide and prolonged drought.
