I am speaking of Lee County Florida, in the SW corner of the state.
They have their own set of codes and its been this way since the 70's with
constant modifications.
In fact a new modification is set to take place on 01 JUN 07 and people are
scrambling to get in permitting before the code changes due to the increase
in costs.
You cannot get into, or *pop a latch* on egress windows from outside the
home.
It was well publicized on TV 2 years ago when it was shown that it took the
emergency folks 20+ minutes to cut through the window with a gas powered
saw.
'Course it only takes about 30 seconds if you have a canister
of liquid nitrogen and a rock.
