creosote/tar build up. Made worse by a cold loft space the chimney went
up thro.

Result, tar seeping out of the chimney pointing. We got new advice and
were told we had no option but to brick the chimney up, never use it
again, and install a separate insulated flue.
Do we have any other safe options which will let use re-use our
chimney? Any way of cleaning up effectively? Lining with insulated
flexible liner - would that be safe in the circs?

I understand that you are short on money. I would at least talk to a
certified Chimney sweep about your problem. It sounds to me like you
are heading for a flue fire and they are no fun at all.
Getting an estimate from a professional will let you decide which way
to proceed. Chances are your Chimney can be cleaned and relined. A
sweep can help you size the flue properly to assure your woodburner is
safe and efficient.
If you are dead set on doing it yourself at least buy a book and do
your repairs to meet code.
You are doing the right thing addressing the problem now instead of in
the middle of winter.
