Sales of poultry meat within France have dropped by at

recent weeks. France and Holland are the biggest poultry
producers in Europe. As soon as they announced theor
vaccination plan, Japan banned all poultry imports from
both countries, vaccinated or not. Those farmers are
responsible for their own vaccination costs. Vaccinated
birds and meat are banned from export and there are also
restrictions on their eggs.

3 years ago, Holland had another avian flu outbreak in
commercial
poultry, (a different strain (H7N7) in which people were
also infected and a vet died). In that outbreak, 30 MILLION
chickens were culled and the industry is only just
recovering from that disaster.

Result; some farmers in Holland are already refusing to
vaccinate because A) they can't export vaccinated meat.
B) The home market is collapsing too. They can't afford to
feed stock
they can't sell.
C) vaccination is a pointless financial loss when you're
about to
cull your flock or go bankrupt anyway.

but it appears that it might NOT be pointless if you aren't
trying to sell your chickens for meat or eggs, IOW it might save
a rare breed... or it might just give the gub'mint a lead to
find & kill one's chickens. damned if you do & damned if you
don't :p
