It back up what I said, shallow waters are allowed to
continue, same for deepwater, only "NEW Deepwater" is suspensioned.

It looks to me like it does not back you up. What am I missing?
You said all drilling would stop, this shows only NEW
deepwater drilling would stop. All the rest just need to show they
meet the safety requirements, and they just go on as they were.
No, not all drilling will be halted.
I've done more research and have decided that the moratorium is aimed
at deep water drilling. That does not mean only deep water drilling
will be halted since the moratorium suspends any drilling where
"subsea blowout preventers (BOPs) or surface BOPs on a floating
facility" are used.

I've
no idea if these devices are deployed for drilling in
circumstances which would not be though of as being "deep water". I
suspect the number is low or, more likely, zero but I don't know that
for a fact.
The suspension does include new and existing drilling. It also in
includes rigs "...in the Gulf of Mexico and the Pacific regions". This
quote is taken from the just above cite. That is, the moratorium is
not just for new rigs and will cause production to be ceased at
existing rigs.
I don't know what those requirements are. If you do, please let me
know.
Have no clue at all, but they just need to snow they do, but
NEW deepwater drilling is stop until the gov looks at everything
before giving a go head for drilling.
No rules exist at this juncture. To wit;

In
fact, taking an approach which applies a moratorium but also
provides criteria for escaping the suspension (rig by rig) is
specifically rejected in the above document (the cite just above).
There is a section which indicates there may be relief from the
moratorium prior to Nov. 30, 2010 but there is no specific criteria
supplied.
