The "rules" you refer-to are those set forth in the TOS/AUP of the
access provider, and Duine has every right to complain of what he
perceives to be violations thereof. It is the provider who interprets
the merits of that complaint relative to their Terms and/or Policies,
and what action is appropriate.
Beyond that, defamation, forgery, stalking, and harrassment are
illegal, the latter two at the Federal level as far as the Internet is
concerned. That law was passed by Congress and signed by the President
for a reason.
While I don't personally think it necessary in this case, should Duine
wish to escalate the matter above the provider and complain to Law
Enforcement authorities, he has every right to do so. In that case, it
would be the Prosecutor who interprets the merits of the complaint and
determines the actions that should be taken.

I totally understand what your saying and you've re-enforce what I
believed to be the case but all in all, this is like spitting on the
sidewalk and finding someone that would prosecute it.
Yesterday I was in a small town called "Volcano" of all places. My
brother and I was out on a motorcycle ride and we were taking the back
roads around a well known area.
Anyway's, this town must have all of 50 people in it and the county
Sheriff was at the store we stopped off at for a rest stop and we
notice that he was taking a report because someone had stolen the
newspaper stand infront of the establishment. My brother and I both
joked later had someone called that in, in our own town, Sacramento,
they would have been laughed off the phone.
Abuse@(your isp.com for the most part is a waste of time. The system
has gotton so big that nobody is staffed for this small time stuff.
What kind of bike Little?? Have been through Volcano a couple of times
myself..
I just picked up riding after a 20 year layoff so I'm riding a Honda
Shadow until next year and will graduate back up to a bigger unit, so
that I can ride two up with my wife on longer trips. We have one
planned for next April up to Portland Oregon.
We were on 88 and sort of got lost after a town called Pioneer (on
purpose) and swung over to Volcano. My brother wanted to check out
there theater house. Nice bike roads!!!
