Yep, but is in't a matter of 'couldn't', but one of 'wouldn't'. Many servers
'throttle' bandwidth, or use QOS to manage it. Even if my server is T3 to
the Internet, when I'm balancing high-traffic outbound loads that exceed
T3's bandwidth, eveybody's gonna slow down. The advantage of QOS is that
bandwidth management can be session-sensitive - I can sear webpages, and
crock-pot files.
Of course, if you have multiple simultaneous downloads going on, even if
throttled, the aggregate bandwith you need is the sum of the individual
data-rates. I seldom do anything like that. After trying 1.5, 3, 6, 12 and
24, I stuck with 3. It's noticably faster than 1.5, but I didn't notice much
real difference between 3 and anything higher, at least not for the way I
use the Inernet. OMMV, depending on how one uses the Internet.
Asian manufacturer's FTP-servers seem particularly bad about that - I've
seen a few throttle to the equivalent of 56 kbps or less. For the small size
of BIOS updates, etc. it isn't very noticable, but can be a pain on larger
files.

about $30 a month and I rarely notice any difference.
