...it seems to be feasible, but I didn't see an estimate of how much
it would cost to start all this up. We'd definitely need more than a
fleet of three shuttles to get all this up to the moon...and that is
only the beginning.

When a estimate is given for $/KwH, that generally means that such an amount
will pay for everything that is associated with producing the energy, including
construction, which would would include the rocketry.
