How many times have we seen these headlines before? Seems like about
3 times a week since the likelihood first emerged that Congress would
pass a bill calling for withdrawal. In his belligerent, bullying

Bush has tried to set up a battle between himself and Congressional
Democrats, to make it a partisan fight he can exploit.

He's the commander in chief, so its his call when troops leave the
battlefield.
Period. There's nothing bullying about it.
As commander-in-chief, he does not have the power of the purse. So if he
wants to stand on any battlefield, rock on, wayward cowboy. Dollars from
the American treasury don't necessarily follow.

And to do that, the Congress has to betray the troops that are already
in the field. We'll see how that goes over when the casualty rate
goes up 100X when the soldiers run out of bullets.
