Not quite enough info (who the memo was written to, presumably the Officer),
but the SecDef should have been on the list to be informed, even if the memo
was unofficial (hand written).
An "assignment" does not relieve a Military Officer from his reporting
responsibilities to his chain of command, unless his orders state he is to
report only as directed by the authority he is assigned-to. In that case, if
the memo did not direct the officer to restrict reporting, his normal
proceedures would still apply.
Unless the memo explicitly stated that distribution was restricted, or
assigned a classification to the report, Powell did have the authority to
distribute within his own organization at his discretion, within limitations
of the level of security classification of the document ("need-to-know").
If the report was made to Pentagon, and Pentagon was aware of the SecDef's
request, the timing of forwarding the report remains discretionary, unless
the SecDef included the words 'immediately' or 'directly' in the memo.
If SecDef was unaware of Pentgon protocols and proceedures, that's his
problem. Perahps he got blind-sided by some reporter and decided to use a
political defense? Or maybe a bit of a power-scuffle?
In any event, I don't consider a 20+ year-old one-time dispute over
reporting to be an salient issue. YMMV. It certainly didn't seem to be
significant a career-impact.
I've had epiphanies in life as well. If every issue in life we were
involved-in, whether of our own making or not, were held against any of us,
none would be deemed currently fit for 'responsible' positions.
Btw, how do you address an armament deficiency by not telling those
responsible for it about it?

never seen a study without a specified Distribution List and timetable.
Unspecified distribution is discretionary to those on the list.
