U.S. terrorism - a not-so-hypothetical situation

100 planes fall.
Buildings come down.
Bridges are blown.
Tunnels collapse.
Deadly spores are dispersed at sports events.
Hundreds of thousands are killed.
Societal/economic disruption is equivalent to an avian flu outbreak.
That's the potential U.S. terrorism
equation of tomorrow.
It reflects the hopes and aspirations
of many infinitely-funded, dedicated,
well-trained, and well-equipped murderers
who are anxious to die to make it happen.
We cannot provide perfect prevention, but we can analyze afterward with super accuracy, and the disasters will not reduce that analytical capability. In the midst of chaos, we determine that many of the people directly involved are Muslim U.S. citizens, and many active supporters are Muslim U.S. citizens, and many passive supporters (who could have reported but didn't) are Muslim U.S. citizens.... And, that many of those who were directly involved, and who actively and passively supported the events, were Muslims - but not U.S. citizens.
That's the British terror demography
of today.
It reflects the current reality
with which the UK government and law
enforcement is attempting to deal.
Now -- given that grim but possible situation, how does the United States react?
How must ANY President respond?
What new laws will Congress pass?
How will law enforcement adapt?
What does the media do?
Will the Supremes view their role as changed?
What will such groups as the ACLU do?
What will courts permit?
What will happen to visibly Muslim U.S. citizens?
How do citizens change their individual behavior?
How will our society change?
