There are many possible analogies, but let's keep going...
The first task of any government (by definition) is the protection of its constituency. We may suffer again tomorrow, but despite infinite funding and people eager to die to repeat the horror of 9/11, it has not recurred.
You might not like our manager and you probably hate his pitching coach, but so far the Bush administration has a 56-inning no-hitter going, he's replaced the management of two key opponents, and disabled the farm organizations of the competing league.
