I agree we should withdraw (or draw down) giving Iraqis a chance to rebuilt
their culture and infrastructure without our influence or interference. But
I would have to be absolutely certain that the voice on the tape (whether
bin Laden or other) had the authority to speak for all of the insurgents,
the Taliban, al Qaeda, Baathists, and any break-away groups. However, since
I did not the article did not list any "conditions," I can't say whether the
terms of the offered truce is fair or not.
