Indeed.

In 1995, the Army Corp of Engineers submitted a report to congress
detailing the devasting effects of a major hurricane in the New Orleans
area and requesting funding for things like shoring up the levees and
expanding evacuation routes, upgrading the pumping systems, etc.
Congress passed a bill authorizing funding which Clinton signed.
However, in 2001, George W. Bush slashed funding for this program to
help off-set the cost of his tax-cuts for the extremely wealthy. Funding
was further cut after 9/11 and in early 2004, Bush eliminated almost all
funding because of the combined costs of his war and his tax-cuts.
