It's impossible to tell from the information you've provided. You're
working at a university, but you're not paid by the university? You're
paid by an "external agency"? What? An agency of the US government?

You've been denied a raise by the university where you work but which
doesn't employ you? Or at least doesn't pay you? Whose account is the
paycheck drawn on? Universities loves them some grants because they get
to skim some of that sweet funding off the top for administering the
grants. That's why I'm skeptical that someone other than the university
is paying you. Some agency may be *funding* you, but that's different.

Do you have a contract? If so, what does it say about raises? If you
don't have a contract or if you do but with no mention of raises, then
"they" probably can do what they want.

Back around the time that mankind discovered fire, I worked at a
university on jobs funded by government agencies. If things haven't
changed, then chances are good that your university applied for your
grant and specified a budget. So much for equipment, so much for
salaries, and so on. When the grant comes, it comes with rules, so the
university can't spend the money on things unrelated to the purpose of
the grant. But it's unlikely that the rules say "Matt's gotta have his
raise."

Yeah, think about how many people in your field are looking for post-doc
positions.
