No. Here the victim entertains the thief's offer to return stolen property to the victim in exchange for the victim's promise not to prosecute the thief. If that's extortion so is any discussion of settlement in a civil trial, where the victim entertain's the tortfeasor's offer of compensation in exchange for a release from further legal action. Here the victim is not threatening or coercing the thief, he's listening to the thief's offer. Moreover, "Blackmail is an unlawful demand of money or property under threat to do bodily harm, to injure property, to accuse of crime, or to expose to disgraceful defects." There's nothing unlawful about demanding your wallet back from the person who stole it or threatening to call the police if they don't.
Don't discuss anything with the thief. If there is any conversation, that increases the likelihood that the thief will falsely accuse you of extortion and even file charges.
So you think that if the thief steals the victim's money, and the victim seeks the return of the money, the thief can charge the victim with extortion? Hell of a wprld if that's true.
