As relevant to you and your friend for internet newsgroup related
purposes, your last most recent posting in this thread illustrates at
least these four points:

1. Though I do *not* say this for the purpose of making any sort
of personal attack, the excerpts you finally provided from the zoning
board of appeals ruling to which you referred earlier show that your
earlier comments and questions were influenced by your failure to
understand that ruling's actual purport (and lack of purport).

2. That you were so belated in posting that excerpt underscores
that it would have been misleading at best if you or your friend acted
in reliance in any way on any earlier suggested answers to your
questions in the form you posed them earlier.

3. If you friend is serious about wanting and intending to build
a house on the sort of land to which you apparently refer, she needs
very well informed iand sophisticated advice how to plan for and to
deal with whichever or both the different (planning and zoning) boards
to which you referred earlier.

4. Insofar as may be attempted (by her or by a N.Y. municipal
agency) to be applied to your friend or if made in the form of a like
response to an application by her for a building permit or precursor
to a building permit, the portions of the zoning board of appeals
ruling you've now posted raise _many_ questions under N.Y. law and,
indeed, perhaps also some in light of federal constitutional
principles (re. which GoTo No. 3 above).

It will not be helpful to you or to your friend for the two of us to
discuss these issues further in this forum.
