Subcontractor insurance

A subcontractor has liability insurance during the construction of a
new home. A number of years later the house is damaged in a fire. At
the time of the fire the subcontractor is not in business and
therefore has no liability coverage. A claim is made that activities
during the construction contributed to the fire. Should the liability
insurance in effect at the time of the construction (when the alleged
errors took place) cover the subcontractor?
