Good advice for locals. You're from NYC and visiting LA for the first
time. You're gonna know who the tow companies are?

An excellent point. He should call 411 instead of 911. The local
information number will get him an operator who will give him some local
towing numbers. Sadly for the OP such a call will not be free. And he'll
still need to call the towing company, too. He's trying to avoid both of
these "toll" calls but using the 911 system. Or at least that's what I think
he's trying to ask.
