Would calling 911 from a cell phone because you are broke down on the
side of the road be a valid emergency?
On the back of my driver's license is the notation "TEXAS ROADSIDE
ASSISTANCE 1-800-525-5555". I don't think they will tow you but
they can give you phone numbers for places that will (for $$$$, of
course). Check the back of your driver's license; your state may
do the same thing. They might even refer you to an appropriate
number if your license is in Texas and you break down in Nevada and
you call it anyway.
It wouldn't hurt to put the phone number of a tow service and/or
your auto dealer in your cell phone phone book. That might not
help on long trips but it can locally. You could also call a friend
with a phone book to look up something for you.
In my opinion, no, it's not an emergency unless there's more to the
story (like rising flood waters), but chances are they won't go
after you for making prank calls if you don't do it often. Some
people apparently call 911 because their TV remote control isn't
working (PAY THE ELECTRIC BILL!) or their cat is missing. The ones
they are really likely to go after are the constant prank callers
or the ones who report their husband missing every hour (He died
20 years ago!).
Some police *WANT* you to call 911 in the case of administrative
requests like asking for a copy of an accident report or reporting
mailbox vandalism (I'd look for an administrative number ANYWAY).
Some (I hope most) don't, and have an administrative number.
