California Code section that says the filing date and not the hearing date governs time limits

I know the law used to be that it was the hearing date and that was
changed to be the filing date. For example, if a law says you have 6
months to bring a motion for reconsideration of a prior ruling, but
usually there is like a 3 week delay from filing the motion to the
hearing date, and you file it the day before the six months is up, the
motion is still timely even though the hearing date is after the six
months.
