Does the building inspector commit a crime?
This can't be answered without knowing more about the situation,
including the jurisdiction this happened in, whether the building
inspector did this intentionally, carelessly, or with some other mental
state, and whether the building inspector should reasonably have acted
otherwise.
None of this is legal advice, though. Talk to a lawyer in your state if
you want legal advice.
