It appears that he said that he renounced his "skinhead" beliefs and
the judge was skeptical and so wanted confirmation in the form of
meaningful action, but - mindful of the constitutional "free speech"
and related considerations that at least arguably would be entailed if
the judge alone ordered the tatoos' removal - only if defendant
represented by counsel agreed that so doing was a voluntary and
therapeutically desirable alternative to jail.
