Being held prisoner by ASA with a student loan

Short and sweet: We, my dh and I, have student loans that have been in
default. We've been working to get them all out of def. We have been
going head-to-head with ASA for the major balance of the loans for both
of us and because they have a judgement from like 15 years ago, they
refuse to budge, even though we've both made 1/2% payments for like 3
years faithfully. They refuse to release until we make 12 mos of 1%
which we cannot afford. All other companies have released to
consolidate but ASA. Last year we got the Ombudsman to force ASA to
write a letter stating they would release if we went through William D
Ford. But they put a qualifier in there at the end, that they would
TRY to get the judgement lifted but no guarantees. So here we are.
WDF has petitioned ASA to sign the certificate and they refuse because
they have a judgement. But they are now researching this letter to see
where it stands, even though we've included it all the way along with
the application package to those who needed it. Now they are kicking
it back, reniging, based on judgement loop hole they left for
themselves. They have dragged this out for almost a year now with
added interest and fees/penalties. We are really getting jerked around
here and we don't know what to do. We are trying in good faith to get
this resolved so we can make the payments that we can afford and be
responsible for this! But they are so very discouraging! Do we need
to hire an atty to get this resolved? What do we do about the
judgement? They are also now threatening wage garn, which for me is
fine because I don't work. But we do own our own business. I can see
why some folks just give up and don't pay at all. They make it nearly
impossible to get on one's feet. Please help.
