If it isn't in the lease, then you probably don't have the
right to demand it.
You could report the contractor to the inspectional services
department for working without a permit, but what would you
hope to gain from that? You'll piss off your landlord and
you'll piss off the contractor, and it hardly seems useful to
be on the bad side of either of them.
