You need to find someone at the school who can advise you.

I have some questions for you though. You admit to wrongdoing.
What, exactly, do you think that you have done wrong? The
definition of plagiarism given by the school (and not by your second
link, but I found it anyway) requires unacknowledged copying. It
seems that you haven't even handed in the assignment and that you
didn't get any help, anyway.

You say that you "simply" ignored the rules of the student conduct
statute. Did you? I can't find anything in the rules about not asking
for help online.

Were there any rules set up for this particular class or for computer classes
in general? Did anyone tell you that soliciting help online was prohibited?
If not, how is what you did different from going up to a classmate, showing
him the assignment, and asking, "Can you help me?" I'm asking. I don't
know. You should find out.

Of your two posts, the first looks like the assignment verbatim. It starts
"Design a web document that replicates this screen shot." Is that sentence
actually part of the assignment? If it is, I don't see where you asked anyone
to do anything. Or did you expect that someone would simply post the
completed assignment? Your second post simply says "Call me if you know
xml."

The academic registrar suspects that you were soliciting people to do your
work for you. Is that what you did? (If so, don't post that answer here.)
If not, why are you apologizing for breaking the rules?

Does your shame, regret, sincerity, gratitude, or praise matter? I doubt they
would in the States, but you're not in the States. That's why you need to get
some advice from someone who understands these things from the local point
of view.
