Of course it's not illegal for management to harass workers. It's
practically part of the job description.

Sexual harassment, however, is out. This applies to managers,
non-managers, and even non-employees.

Certain classes of discrimination, however, are out. This would
include racial, ethnic, and sexual. But this may require showing
pattern and practice, which could be difficult for isolated instances
of one-on-one bad manners, especially by non-managers.

Assault, however, is out. For instance, if the screaming would put a
reasonable person in fear for his safety.

Contract violation, however, is out. This would generally require
something like a union contract with some clause about, say, verbal
abuse.

But if someone at the company has told somebody else that the somebody's
mother wears combat boots? Or saying "Good morning!" to somebody?
Doubtful.
