Thanks, I stand corrected.
I did a little digging about this and found a plethora of material at
http://www.smith-lawfirm.com/mandatory_reporting.htm. It claims, "18
states have broad statutes requiring "any person" to report," and
provides many more interesting details about this, including, "Many
states require film developers to report."
