Oh, who asked you about the obvious? Actually, in thinking back on family members who have had chickens and gardens, I don't remember any who fenced the garden - they fenced the chickens. But yeah, either should work.

i have a fence around the veggie garden (we keep the gates open after harvest & before planting). even those that fly don't fly over the fence, and the fence is as much to keep the woodchuck out as the chickens.
for flower beds not in the veggie area, i will lay chicken wire over the beds after seeding until the sprouts get around 2-3" tall. then i just keep them watered so the chickens don't decide to dust bathe there.
i've got lots of area for them to pick & scratch, so it's not much of a battle to keep them out of a few areas.
