At our school, if a kid doesn't have the necessary supplies for class,
he is sent to his locker to fetch them ... and is then marked tardy.
(With whatever sanctions go along with that.)

What if the student's family can't afford the necessary supplies?

By TN state law, if an item is required for school (in a required class-this
doesn't apply to special materials needed for electives like Band) , the
school must provide it for children in financial need. We have many
charities which provide "supply packs" (including uniforms) to the school to
distribute to children who need them (which lets us avoid taking the money
from our limited funds-but if we have to, we do). This also means that
schools have a real incentive to keep those supply lists to the bare
minimums-because if a school requires a $100 graphing calculator for a math
class, they better have a way of supplying those calculators to any student
who can't afford one.
