Personally, I don't see that happening in our area. I don't think that is
happening everywhere. Most kids want to be in school. The kids who come to
school repeatedly not dressing up to code that is being enforced don't want
to be there.

Or they can't afford the clothing. Why is that such a tough concept
for you to understand? Perhaps what they're wearing are
hand-me-downs.

In OP's case, it sounds like her school has droves of students who don't
want to be there (and therefore don't want to learn), not because of the
dress code, but just in general. She keeps saying she's just trying to get
them to come to class. That suggests they don't want to be there, and it's
not because of the dress code. She's just afraid the dress code will give
them an excuse not to come to class at all.

And her concern is a Bad Thing...... Why?
If she wants to reach at risk kids, then the worry about the dress
code is a valid one, imo.
