"On the small side" meaning below average.

40th %tile means he's bigger than 40% of the kids his age, and
smaller than 60% of the kids his age -- that is NOT "on the small side".
He is within one standard deviation of "average".

One standard deviation from average would be 49% or 51% We are talking
PERCENT which is a statement of hundreths.

No, she said he was in the 40th percentile -- that means 40% are below
him, and 60 percent are above him. (And one standard deviation goes WAY
further than that! In a normal distribution, roughtly the 17th
percentile to the 83rd percentile (66% of the total) would be within one
standard deviation from the average. The 40th percentile is well within
that.)
