No, it doesn't strike me as being mean-spirited and ridiculing, but it
does strike me as an inappropriate thing for the woman to say to her
daughter. Did she really think her daughter wouldn't repeat it, or is
she just clueless?
I'm going to be charitable and guess the latter.

While the OP would be better served by using this as a teaching
moment, the other mother didn't do her daughter any favors by blurting
out her opinion, either.

I see a lot of things I don't care for but I certainly don't vocalize
my thoughts on them for the most part. I might say something
privately to dh, but I'd never say something that may hurt someone
else's feelings.
Since the introduction of low-rise jeans I've seen *maybe* a dozen
women/girls that actually look okay in them. Most often I see bellies
bulging over the waistline and a behind that looks like a caboose. I
want to scream that just because a clothing manufacturer has
mainstreamed something as "trendy" doesn't mean everyone should wear
it! Okay, so I'll keep that rant here <G>
