The Little Golden Books workbooks were my solution to this problem.
They were also a great "quiet time" activity. The kids really liked
them. ("Quiet time" was a "Mom is frazzled, you can do anything you
want so long as it makes zero noise" time. They would color, read,
occasionally play with duplos and stuff, but the workbooks were a
favorite.)
We had no solutions to homework. The year it worked best was when the
teacher gave out weekly homework packs. They would get done over the
weekend in a focused way. As the kids grew older and got homework from
different sources (and especially the dreaded Projects) these things
drew in all resources. Around 10 p.m., every able-bodied person would
be conscripted.
One of my kids was academic, one not very. Even for the *academic* kid,
I ended up helping out with homework. In the higher grades, teachers
never seemed to co-ordinate their demands.
I got a good education, actually.
They're in college now. No more driving around at 9 p.m. looking for
styrofoam balls or blue ink or poster paper in three different colors.
