Hmmm - I thought they (BSA) was moving to a more structured format for Tiger
Cubs, but, some years ago when my son was a Tiger Cub, that was how the program
was designed - to have parents rotate and plan family outings. It's really a
socialization/familiarity introduction to Cub Scouting.
The next year is when there will be a definite Den Leader.

That sounds pretty typical - making-do in not the best facilities. We had some
of our den meetings (for a whole year and a half) on the stage of the
cafetorium, behind the curtians, while the girls' basketball was scheduled at
the same time in the cafetorium, with only the curtains to separate us from the
noise! Amazing, but we managed.
It may take a meeting or so to really get rolling. But I found the events and
trips extremely valuable.

Naw - of course things have to bend a bit around other activities. But if scout
meetings bend around thingsmuch at all, scout meetings don't happen. Wait 'till
spring, especially in hte later years, and some parents will want all planned
around their particular little league team, then all the confirmations and
graduations and weddings all through May and June! Naw - every year new
parents would try to get pack meetings and den meetings bent around their
calendar, and every year it would become apaprent to them that the only way to
go is to just look at the schedule of all the meetings, and individual families
just need to make some choices in the months busy for them. Our pack meeting
came early in December; some dens had fewer meetings in December, but that was
about it.

Two totally different and separate organizations, GSA and BSA.
