Brushing Teeth at 3 1/2

How can I teach my 3 1/2 year old to rinse and spit his toothpaste out.
Until now I've used the non-flourinated kind but thought it was time
to switch but he cannot get the hang of rinsing and spitting out the
toothpaste. What exatly happens if he does swallow it.
