only 20 gallons of corn ethanol per acre per year?

about research into using algae to produce fuel is the following
sentence:
"An acre of corn can produce about 20 gallons of oil
per year, Ruan said, ..."
Is he right about that yield? Only 20 gallons of fuel per acre per year
for corn?! If Ruan is talking about corn ethanol, that yield alone looks
like proof that corn ethanol will never (and should never) be a significant
source of fuel for the U.S., especially after deducting the costs of a
year's worth of planting, fertilizer, fuel for harvesting, transport, and
processing, and factoring in crop failures, unless there are prospects for
improving that yield by a whole lot.
