Why isn't betting that the Yuan appreciates from 8:1 to something
close to 5:1 not a sure thing?

U.S. sanctions China in paper-subsidy dispute

WASHINGTON (MarketWatch) -- The Commerce Department announced
sanctions against coated Chinese paper imports on Friday, the first
time in 23 years that U.S. duty law has been applied to imports from
China.
Lawmakers are once again putting Beijing and the White House on notice
that they will try to approve legislation this year aimed at forcing
China to allow its yuan currency to continue to rise in value against
the dollar. On Wednesday, Sens. Lindsey Graham, R-S.C., and Charles
Schumer, D-N.Y., said they'd draft legislation that would comply with
World Trade Organization rules. They said it was too early to reveal
potential details of the bill.
Meanwhile, foreign exchange analyst Ashraf Laidi of CMC Markets US
said the U.S. decision may continue to bode ill for the dollar.
