The basic rule is: answer all questions honestly, don't volunteer information which isn't asked for. There's no problem with doing interviews while on an H-4; if it comes up, make clear that you know you cannot work while on an H-4, and have no intention of doing so - you won't start work until you've changed to a status which allows you to work.

Check the Consulate website. The things you definitely need are the completed application forms and photograph, the fee, a copy of your spouse's current H-1B approval notice, and proof that you are married to your spouse. It's a good idea to also have evidence that your spouse is currently working for the company mentioned on the approval - a recent letter from the company confirming working for them at the approved location and being paid at least the approved salary.

Some Consulates require other evidence; some require additional evidence of marriage, often depending on where the marriage took place.
