Thanks a lot for help. If that person has an airline ticket, I guess
she will encounter no problem with boarding the airplane with her
foreign passport and the unexpired green card. But immigration
officers at the U.S. airport may refuse to let her into the country.
Is there a way to ensure her entry into the U.S.? She speaks little
English. After the entry, her children in the U.S will take care of
everything, including hiring a good immigration lawyer for her. But
if she is not allowed to enter, and sent back to her home country
directly from the airport, her family will not be able to do anything
in the U.S. Is there a way to check whether or not she is still a
permanent resident? What can she do now?

There is *no* way to ensure her entry into the US. Only US citizens have
the right to enter the US.
There is *no* way to check to see whether she is still a PR.
She can file for an SB-1 visa (Returning Resident) using form DS-117.
She will need to demonstrate that the stay outside the US was caused by
reasons beyond her control and for which she was not responsible.
