Overstay reprieve?

On August 12, 2004, the Department of Homeland Security (DHS) announced
that "travelers those travelers will be granted a one-time reprieve and
allowed to enter the country for 90 days despite having overstayed their
visit during a previous trip. For subsequent visits, they will have to
apply for visas." Robert Bonner, the Customs and Border Protection
commissioner, said that the change in policy was because indivduals who
had overstayed thier visas "were treated as criminals." With the change
in policy, the U.S. now permits people from visa-waiver countries to
proceed with their visit of the U.S. even though they had overstayed
previously. The U.S. has not changed its policies on overstayers from
non-visa-waiver countries.
Any truth in this?
