When the ban is over, she should not have any further issues with
entering the US - at least, as far as the 10 year ban is concerned.
Since the waiver will not help her until the ban is complete, what
was the point of applying? Once the ban is over, the waiver won't
be needed.
She will not be able to apply for PR status until the ban is over.

Would it be up to her to prove that the 10 year ban has expired? I have
heard of people who were asked to provide evidence that they had left
the US ten years earlier, or lived outside the US for ten years.
