Whats this about? I never heard about this Visa before - is this the
one where if you have been illegal in the USA for a certain period of
time, you have to go back to your country of origin and THEN apply
for the Visa to re-enter the USA and get PR, after paying a lot of
cash for it?

Yep, the hordes will arrive along with fake documentation about having
worked here prior to 1st Jan. (sigh)
