Call it what you want, it does make sense. Of course it's far from
perfect, but better than nothing, and it's time to do something.

Your suggestion on the other hand makes no sense at all.
Most of the immigrants came here to escape poverty or persecution.
Sending them home would be inhuman. Many of them have no place
to go and no way to make a living not to mention saving up $5,000
and all the costs of moving. Of course this would not apply to recent
immigrants.

I'd rather take the trouble to sort them out (and make them pay the costs).
The cut-off date should be pushed way back. Only those who spent at least
5 years in the USA would qualify for "amnesty".
They must have clean background, proof of income and at least one US
citizen who sponsor their application.
They all must be proficient in English. After all they spent 5 years living
and working here, no excuses. We need to avoid the bilingualisation of
the country.
Well, that's about sums it up.
