work authorization

Although my wife has a green card, the local social security office seems
to think that she needs something like an EAD to obtain an SSN even though
the USCIS website seems to indicate that the EAD is necessary only for
non-resident aliens (such as foreign students here on a student visa). Can
anyone shed some light on this?
