for the train and all he should need is his passport as Rete says.
As I mentioned earlier, he doesn't have a passport, just gov't photo
ID and birth certificate (still permissable as of 2006 from what I
understand). I don't think my issue is whether his documents are
enough to get him into the country up-front, but without a return
ticket, what happens if they think he's coming down to work or
whatever? Would a letter from me actually be acceptable to a
front-line border guard even?

Just a bit reluctant to assist someone who equates US people with the US
government and therefore dislikes us because of his political attitude.
As hard as it is for your "friend" to believe, the agents at the POE
don't think that every Canadian wants to be living and working in the US
or that they wish the US would give statehood to some Canadian
provinces. You can keep Quebec if it ever comes down to that.
He will not be interrogated in a locked room with a rubber hose to make
him spill his guts that he is really entering the US to work illegally.
If he is questioned more intently then others, it is because his distain
and fear makes him stand out.
Let's face it, he is coming to the US during a US Holiday (the same
holiday as in Canada only a month later) and he has a job and place in
Canada. He is simply a visitor. One of millions that cross the Can/Am
border yearly for just that purpose.
