Curious why he is so nervous. Buy his one-way ticket and if it makes
him feel easier, give him a letter from you describing what you told
us here. Include your home phone number so they can call you if
needed to verify. I've taken the train from Montreal to NY (I'm the
USC) and at the border all that was asked for was proof of
citizenship. I gave them my passport.
Oy... the post said "train" and I read "plane". Peter - forget what I
said about a round-trip ticket. He can get a one-way ticket to the US
for the train and all he should need is his passport as Rete says.
