I noticed that no one else has responded to your post. So, even
though
I'm not an expert on this matter, I thought I'd let you know
what I do.

I was looking into getting just 'emergency' coverage for my mom who
is
over 65 and a Permanent Resident for exactly 3 years now. Because
she
hasn't worked in the US, she is not eligible for Medicare, which is
run
by the Govt.

But Medicaid is a State run program and it varies from State to
State.
We live in Maryland, and from the website below (for MD only) - it
was
clear that my mom wouldn't qualify for Full Medicaid coverage. But
it
also mentioned that she could qualify for 'emergency' coverage
(search
for the section titled 'for aliens'):

We were happy to read that, but when we went to speak with the local
services in person, we were told that to qualify for Medicaid (in
MD),
the person had to have a bank balance of less than $2500! Anything
above
that, and no benefit would be given!

So we're just going to have to wait for 2 years till she applies for
her
US citizenship, and even then, I'm not sure what she'll qualify for.

Hope that helps - there are other websites about Medicare and
Medicaid,
but they're all so confusing and don't answer the question about
eligibility very clearly at all.

Thanks for your response. I guess will have to go to my local office
to find out if I qualify or not... I'm just concerned about the
potential impact on applying for citizenship in a few years.

I don't think you are allowed (unless you have accumulated enough work
credit to be eligible for federal retirement benefit, which I doubt,
since you've been a PR for only 3 years).

If you apply for any means tested benefit (I believe that incldes
medicaid), ultimately the person who is responsible for is the person
who sponsored you for green card (which I suspect is your husband).
Basically, the governement can come after your husband for breaking the
contract he signed as a sponsor. And I also think it can negatively
affect your citizenship application in the future.
