H4, VWP, and US consulate in Juarez, Mexico

My gf is coming to US with VWP visa sometimes end of this year. I
wanted to marry her when she is here (and she has no clue about it). I
am currently a H1-B visa holder.

I understand that VWP holder can't adjust her status in the states. So
I want to know if US embassy in Juarez, Mexico accept H4 (spouse) visa
application or not

Anyone?
